For those who may have missed the item, "The Standard" reported on its page 4 of the Wednesday 11th July edition that the President and the Prime Minister, as required of them under the National Land Commission Act 2012, have nominated prospective members to the national land commission and forwarded the list to parliament for approval. Those nominated, according to the Standard report, are listed below:

Chairman

  1. Dr Mohammed Swazuri.....Chairman

Members

  1. Dr Tomiik Konyimbih,
  2. Mr Silas Muriithi
  3. Dr Rose Musyoka
  4. Dr Samuel Tororei,
  5. Ms Abigael Mbagaya
  6. Ms Emma Njogu,
  7. Mr Clement Lenanchuru
  8. Abdulkadir Khalif

I hope that on return from recess, parliament will expeditiously approve the nominees so that the land commission can quickly assume office to drive its mandate as provided under the constitution and the National Land Commission Act 2012.

The operationalization of a national land commission in Kenya will mark a paradigm shift in the management of public land in Kenya. The allocation of public land in Kenya has hitherto been the preserve of the Presidency and the office of the Commissioner of Lands. The exercise of these powers over the years led to gross abuse and irregularities in the allocation of public land in Kenya. Public protests led to recommendations for the establishment of a semi-independent authority to manage public land in Kenya. Consequently, a national land commission was recommended for the purpose under the Sessional Paper No 3 on the National Land Policy and embedded in the Constitution of Kenya 2010.

If endorsed by Parliament, the Chairman and the eight members will serve for a period of six years. Once in office, they will be responsible for recruiting a CEO and other officers of the secretariat and thereafter establish offices and County Land Management Boards in the Counties in accordance with the provisions of the NLC Act.
